MINUTES of the Second Meeting of the Executive Committee held on

Tuesday, October 19th, 1937, at the offices of the British

Red Cross Society, 14, Grosvenor Crescent.

CHAIRMANSHIP OF THE COMMITTEE.

Lord Donoughmore, whose acceptance of the Committee's invitation asking him to be Chairman had been circulated to its members prior to the meeting, took the Chair.

PERSONNEL OF THE COMMITTEE AND OF THE FINANCE SUB-COMMITTEE.

Dr. Gordon Thompson and Major Abrahams, who se acceptance of the Committee's invitation to serve on the Committee and Finance Sub-Committee respectively had also been notified to the Committee prior to the meeting, took their seats, Major Abrahams having been unable to be present at the Committee's first meeting on October 11th.

MEDICAL SUPPLIES FOR CHINA.

Mr. Gull informed the Committee that, in the absence in Scotland of Mr. Walter Elliot, he had had an interview with Mr.R.C.S.Stevenson of the Foreign Office. Mr. Stevenson had informed him that a Sub-Committee of the Health Committee of the League were engaged in formulating a scheme of assistance to the Chinese Government in anti-epidemic measures, the amount of League funds available, if the Scheme received the approval of the Supervisory Commission being Swiss Francs 2,000,000, plus a sum of Chinese $ 160,000 contributed by the Chinese Government. The British Government, like the other Governments concerned, had reserved its position in respect of participation in any plans that went beyond the scheme just referred to.

After discussion of requirements and supplies in China of medical supplies, and after reference to a cable from the British Chamber of Commerce at Shanghai dated 16th October, which stated that clothing also was amongst the most urgent requirements, it was decided, on the proposal of Mr.F.C.Davies, to appoint a Medical Supplies Sub-Committee, consisting of Sir Harold Fawcus, Dr. Harold Balme and Dr. Gordon Thompson; and a Clothing Sub-Committee consisting of Dame Rachel Crowdy, Mr.F.C.Davies and Mr. S.H. Dixon
